My guess why this keeps happening with catchers is the batters use sticky stuff on their bats/hands,and:
1) the catchers have to touch the ball every toss back to the pitcher and it may get the pitcher in trouble if there is any question about stickiness
2) stickiness may negatively affect the catcher’s ability to gun down base stealers?
